    • 65 years or younger
    • Blind or disabled
    • Has a limited income as well as limited resources
    • Is a U.S. citizen or in one of the applicable categories of aliens
    • Applies for other benefits or payments
      • Such as pensions or Social Security benefits
    • Has given the Social Security Administration (SSA) permission to contact any financial institution
